OPEC is going to try to raise the price by restricting the amount that member nations produce (think supply and demand). Unfortunately for OPEC, the fracking industry in the U.S. has lowered its cost of production to a point where most wells can be profitable at $40 a barrel. As OPED restricts supply, the price will rise. As the price rises, more frack wells will open up and supply oil at the higher price. As the supply rises, the price will go down.
